Abstract

The necessity to prioritise Action for Climate Empowerment (ACE) and capacity building underscores the need for transformative and inclusive strategies to prepare for COP30 under Brazilian presidency. Of particular interest is the contribution of South-South technology cooperation, aptly illustrated by the BRICS and the G77, which together form a formidable alliance of developing nations sharing common developmental challenges and significant potential for innovation. This paper demonstrates how technology transfer and collaborative innovation among these coalitions can act as a strategic lever to operationalise the ACE agenda. Platforms led by BRICS and G77 can empower youth, Indigenous Peoples, and other marginalised groups, while addressing long-standing equity disparities in the climate regime through knowledge sharing, enhancing domestic capabilities, and providing context-specific solutions to climate issues. Drawing on empirical case studies and critical policy analyses, the paper presents practical recommendations for COP30 negotiators: formalising South-South technology cooperation within the ACE framework, integrating such cooperation into national ACE strategies, and recognising ACE as a guiding principle for achieving climate justice and accelerating the fulfilment of the Paris Agreement. Ultimately, enhancing ACE through South-South collaboration is not merely a capacity challenge, but a political and moral obligation for a just transition in the Global South
