Abstract

The role of youth has become more important as changemakers and impact drivers, as we face a global climate crisis. However, their ability to influence still remains constrained by the limited access and lack of formal climate education, and underdeveloped institutional mechanisms across the Global South. This paper focuses on strengthening capacity building and the ACE by institutionalizing youth engagement within the UNFCCC at the national and global levels to develop their capacities. In 2021, the Glasgow Programme of Action revitalized the frameworks for climate empowerment; however, progress remains insufficient. Genuine transformation necessitates the integration of youth empowerment into education, public engagement, and capacity building. Drawing on recent UN reports, case studies from the MENA region, and innovative youth initiatives, this paper proposes the establishment of national centers for climate empowerment through youth, investment in training programs, and the integration of climate literacy into formal school curricula. These changes will ensure equitable youth participation through engagement in nationally and globally determined contributions. It should be noted that youth's focus on climate governance is not a meaningless act but rather a climate-smart strategy that achieves long-term resilience and intergenerational justice.
