An Analysis of Social Accountability and Local Governance Interventions in Egypt During the Transition

Abstract
Very little research investigates local governance and social accountability interventions in Egypt during the transition period after the 2011 revolution. This chapter attempts to fill this gap while engaging with and contributing to the available conceptual models and frameworks on social accountability and governance. Its purpose is to analyze some of the social accountability and local governance interventions in Egypt during the transition by combining the 2004 World Development Report framework and Lindberg’s Time-line of Accountability. The study employs a qualitative methodology including desk review and participant observation. Social accountability is a mechanism to reach not only accountability, but most importantly, to foster communication, mutual understanding, empowerment, and coordination of efforts. The results show that when the appropriate tactics and strategies are pursued, in terms of building blocks, uniting with various stakeholders, involving service providers and continuous lobbying, the chances of realizing social accountability and good governance increase.
