Abstract

Morocco holds over 70% of the world’s phosphate reserves, making the sector a linchpin of its economy and a lifeline for global agriculture. Yet, phosphate processing is also one of Morocco’s most carbon-intensive activities, producing around 20 million tonnes of CO₂ every year, almost a third of the nation’s total greenhouse gas emissions. This policy paper reimagines the phosphate industry not as a climate liability but as a launchpad for Morocco’s green industrial future. By harnessing renewable energy, pioneering advanced processing technologies, and embedding circular economy principles, Morocco can transform its phosphate sector into a carbon-neutral export powerhouse. The result would be an industry that drives economic growth, cut phosphate-related emissions by up to 95%, create thousands of green jobs, and secure premium access to global markets increasingly demanding low-carbon products.
